I love the subscriber PTO model. I agree, it is a closely related innovation that works especially in the West with a different structure than Eastern RTOs.

In this case, the "utility" in question isn't an incumbent at the origin or terminus of the line - so it sort of seems this is a "double merchant" play (all the better!). Look forward to hearing more about the business model. Would be great to see HVDC linking WECC/EI via Montana

Interesting project! I wonder how the financing will work or how potential users will optimize it. Given that it's an HVDC line between grids, I'm assuming it will look like reserving capacity on the existing DC lines between West/East or East/ERCOT or Canada/East
