Agree that the U.S. could do more, but the race isn't China vs. America, it's the world vs. climate change.

It's a bit of both. Someone has to reap the gains of new technology, why not Americans? And country competition can build support that wouldn't otherwise exist. We didn't need to go to the moon but competition with USSR helped persuade Congress to fund a lot of useful R&D.
