Well most of the Congress loves wars. Getting the Congress to approve a military option by supplying weapons in form of humanitarian aid to start a civil war is not difficult. US interest is oil not the people of Venezuela .

The US has been involved in nearly 130 military hostilities since 1781, but Congress has only declared war 5 times, the last being June 5th 1942. Congress has funded ALL military hostilities, implicitly agreeing with the Commander In Chief.
