I know of many researchers, including myself, who have made the decision not to accept a US position - and this before the pandemic and Trump. For me it wasn't about immigration policy but quality of life. But worth keeping in mind that there are pros and cons of moving anywhere

I'm an American returning to the US soon, with my immigrant husband, and we share this person's concerns.
My excitement to move home is mixed with fear that we will find ourselves one medical emergency away from regretting it. I hate this feeling. I hate what home has become. -

I am in a similar situation. A dual citizen with decades of US work experience in tier-1 tech companies, I currently live in Australia. I've been between jobs for a few months. Lots of opportunities in the US but health-wise & economic stability-wise, Australia is a better place.

Australia's current stance on its citizens is that we have to apply for permission to leave the country, and if we want to come back, with int'l flights limited to 50 passengers, it is VERY expensive & ppl have to wait months. It's too risky to leave even for a GREAT opportunity.
