Yup, the thought is that, while Lux uses her R often in killing combos, it's usually not the thing that she's dealing the final blow with. Hence the grace period.

Her ultimate was to OP already. Why buff it even more? Lower the reset % on kill to 10/20/30 and don't add the 2 second window to it. Stop breaking the champs even more, please.

I mean it's already 10/30/50 on live so lowering would be a nerf to Lux when she isn't even strong atm.
