So why is this better than the current Vitagrafix? Because of shaders and filtering?

For one, you don't have to wait for patches to be made for your specific game+region. It also let you actually disable the vita scaling (no more stretching) Although, the downside, is that this only adjusts the framebuffer, and not the internal Resolution/framerate.

What is the difference between framebuffer and internal resolution?

Internal resolution is how the engine actually renders scene which is later downscaled/upscaled to framebuffer size.
