The lack of eslint rule config support and no @PrettierCode formatting on save, made me prefer @code over #vs2019

All of these things plus the difficulty in telling VS I'm using CLI tools for compiling and linting and VS needs to but out trying to compile every TS file it can get its hands on, made us switch to code for clientside Dev, also better hmr & tsconfig support!

To be clear the latest spa templates for asp net core improve the situation making Ng serve play nicely with vs2019. However, there are still a lot of projects out there unable to go to core and /or redefine their project to that new template.
