The simplest way is to go here: https://archive.org/web/ and enter the link you want archived into the Save Page box. There's also a Chrome, Safari, and Firefox extension to help archive things.

The internet archive serves a different purpose from keeping a persistent record to the degree that should be enforced by journals or conference proceedings. This is evidenced by the option to remove all snapshots from the internet archive if a website author desires.

What I wish there was
@internetarchive was a URL shortening service that creates a snapshot. e.g. foobar.tld/uuid when created results in the resource being archived - and can be used with an API as easily as bit dot ly. -
Also, different topic, but as Mastodon continues to grow, when referencing toots Internet Archive is super critical because some instances are small, many under 20 users, and will likely be gone in even just a couple years.

AFAIK
