If you shoplift under $950 it's a misdemeanor under the law. No one is chasing him down for a misdemeanor.

Stores like Walgreens or Target don't care when people steal shit. If the same person steals too much(each store has a different limit they care about) then they will involve the police. Otherwise it isn't worth it.

The law in SF is $950. Regardless of if the retailer cares, if it's under that limit is a misdemeanor & police aren't going to waste resources trying to track him down. Again we're not talking about one bottle of nail polish--dude filled up a garbage bag!

They literally closed like 18 stores in the Bay area. Reality check, since you obviously need one: all of that "petty theft” (since when is a grand in a single haul "petty"?) adds up.

Why did they close? Because of this? Doubtful. If they closed it is because of larger issues.
