In this conversation Mark Muro is very good on how the Biden initiatives' new infusion of spending on manufacturing jobs in red areas has a real chance at bridging this divide, in cultural ways as well, given the emphasis on green manufacturing:

Bottom line: A 19th-century supermajority requirement made the Ohio constitution too difficult to change. Reforms failed even when they had majority support. Weary of that, the 1912 Ohio constitutional convention proposed the simple majority standard used today.
