Break open tickets are subject to fraud and insider information. I’ve been to places where I ask to buy some and the workers tell me not to bother as the big winners are already gone.

And also the worker knows when a big winner is left in the box. If only $50 worth of tickets left and they know there’s a $200 winner in there, they tell a friend to buy the rest and split the “winnings”.
