Has the artist ever been identified? This was made in 2002 at the latest (still WWF, not WWE) so I'm guessing this was actually an artist from Japan or an unknown American artist with a better grasp of manga aesthetics than every single Amerimanga artist of that era.

Chirin no Suzu (チリンの鈴) aka Ringing Bell. A Sanrio movie from 1978, based on a book by Takashi Yanase, creator of Anpanman. I say this with zero irony, this is one of the most harrowing gut-wrenching films I've ever seen. And not just for shock value. It goes DEEP.

It's pretty cool that the line between 2D and 3D animation is so blurred now. And it's not cos of fancy filters and shaders automating the look, but because people have figured out how to control 3d frame by frame as if it were a drawing!

TLDR: production committees collude to cap budgets so they can remain in control of productions. Even when they get big cash injections from the outside, those don't increase budgets, instead they fund new productions with the same capped budgets.
