Yes this will keep some migrant workers out. the cartel will just hire the best engineers to figure out how it’s weak spots.
The wall is mostly built in parts that aren't protected by natural borders and are hotspots for crossing. They're the heaviest patrolled. They'll probably seek other routes instead, or just try to cross these, hence the need for them to be transparent and the motion sensors.
