YouTube is abusing it but it's a legitimate API in terms of letting apps avoid draining battery in the background, etc. Would never have guessed that an API like this would be abused to make money from their background video playing premium scheme.

You wouldn't have? I totally would have. The right way to do this was just forcibly suspend non-foreground tabs unless the user explicitly lets them run in background, not let sites control stuff themselves.

The strange thing with this API is they're essentially using it in the spirit of the API: saving resources in the background. Find it very strange that they would even consider trying to monetize the ability to play video in the background especially so aggressively.

This is one of their attempts to move away from advertising-based revenue. They want people to pay for YouTube and they came up with this ridiculous concept of playing video in the background being one of the premium features despite it working in the past. :\

Offer fairly-priced DRM-free movies and TV shows on YT and ppl will gladly pay. They don't need to do stupid shit.
