You really don't see how rich bastards will find a way to exploit that and turn it into a revenue stream defeating any original purpose?
Knowing the caller's number or even their chosen name accurately does not significantly help deciding to answer call or help avoid effort screening or cleaning up voicemail.

Cost of call simply needs to be higher than expected returns so junk callers won't bother.
