Actually if you mean you want to call in to (or accept calls from) analog modems I don't know if it'll work. You might be able to modulate it yourself over voice channel. I was thinking all data channels.
I was thinking full on analogue modem, classic squawking over PSTN (ignoring the bit where 56k is a weird digital hack).
You can definitely modulate it yourself if the card provides access to voice calls (and yay, carriers give unlimited voice now!) but the rate may be limited to 14.4 or lower due to codecs used.
Yeahhh I do feel like mobile telephony codecs are pretty awful, at least on the rare occasions that I actually do phone calls
