Should probably read "for *destination* integral types other than bool". Source type being bool is not exceptional, and it *is* outside the range of one integral type: signed bitfield of width 1. :-)

But if signed is now going to be required to be twos-complement (presumably with full-range, i.e. T_MIN==-T_MAX-1) there is no excuse for conversions to signed not to be defined as modular reduction.

Right! That also hinges on removing extraordinary values from C, and in C++ not allowing any pure binary representation.
