The matter here has nothing to do with parsing. It's just going out of its way to misinterpret types because the implementors had no idea what they were doing.
Coding a language implementation from "hey guys based on the intro C book I once read I think it goes like this" rather than from the spec.
If you want to nitpick, then yes the problem is semantic interpretation rather than parsing itself. C’s type system is of the “barely there” flavor. Wrt other languages, parsing Python is comparatively trivial, though obviously a full interpreter is more complex.
