There's a fairly active open source app community but this isn't something that's covered by it. Either you use the vendor camera app or you get low quality pictures. Other phones will hopefully follow the lead of the Pixel 2 (XL) where every app can easily take proper pictures.
Is there any good introductory resource on what you actually do need? What's the size of just the SDK & the working space needed to use it?

You have a ton of options for Android development ranging from the open source Qt to the Android Developer Studio. You might also like Kivy and be interested in Kotlin. All of these tools have step by step guides.
