I do NOT want vendor's camera app because I don't want to be stuck switching apps whdn switching vendors. That's utterly idiotic snd backwards.
Needing a 5-10 GB SDK is probably what keeps anyone from casually doing that...

The barrier to entry for Android app development basically ensures that only the worst or the most-dedicated developers actually produce any apps.

You have a ton of options for Android development ranging from the open source Qt to the Android Developer Studio. You might also like Kivy and be interested in Kotlin. All of these tools have step by step guides.
