It's not very good. A 500 LOC sample app can take comparable/better pictures. Competitive low light still shots require computational photography like HDR+ to leverage multiple captures and there's no open source option available. Every vendor with a decent camera has their own.

Taking one of the Camera2 API sample apps and adding configuration would honestly be better than every available OS / device independent open source camera app.

The barrier to entry for Android app development basically ensures that only the worst or the most-dedicated developers actually produce any apps.

You have a ton of options for Android development ranging from the open source Qt to the Android Developer Studio. You might also like Kivy and be interested in Kotlin. All of these tools have step by step guides.
