So many articles claiming how great DNS-Over-TLS is, but failing to mention that most implementations are poorly done, allowing the DNS server to track all the queries from an endpoint w/ TLS session resumption. It's a regression from stateless UDP DNS that needs to be addressed
Yes but that's a minority situation to be in, worldwide. All mobile ISPs are CGN. There's simply no other way to fit that many devices on IPv4.

@TalkTalk give dynamic IP's to residential customers although they have a lot of legacy ISP customers who may have static IP's assigned / pay extra for.@virginmedia residential are 'sticky' IP's (dynamic with long lease times). Would also like to see some progress from VM. -
I've got both TalkTalk and VM, TalkTalk just recently, and both are at least very sticky real IPv4s. The TalkTalk is fibre ("Ultra Fibre Optic") which might have made a difference.

OT: My TalkTalk and VM links feed completely separate IP stacks on my main Plan 9 cpu server, with separate user-level stacks beneath those. VM side isn't quite right at the moment because the Google Wifi pucks keep crashing, disabling services.
