There are a few non-smart models here and there, but they usually are crippled, lacking codecs for video playback. Some even can just show JPGs and play low-bitrate MP3s. So even for personal videos, let alone anything from the net, one needs additional hardware add-ons.

Exactly, just a display. Like old CRTs accepted and displayed output from cameras, VCRs, DVDs, etc. But crippled current ones can't play that MP4, MOV out of your phone or digital camera or that AVI from some work presentation. Some balk when you connect media hardware due DRM.
