@DominionEnergy Can you tell me why you require customers "at some addresses" to verify lease/deed before activating service but not others? Smells like unlawful discrimination.

We require verification of the lease or deed during special circumstances such as the former account holder’s service was interrupted for non-payment, unauthorized use of electricity, or if we have received multiple applications for service at the premise.

This is a little less vague than the answers customer service gave yesterday, but still sounds like, given systemic effects, it's going to disproportionately disadvantage new homeowners & renters along racial & class lines.

Losing a few days of power tool usage when you've taken days off from work and rented power tools to work on your new house is not a fun situation to be in.

If the concern is really just fraud connected to past nonpayment, you should activate service immediately with small security deposit and *then* do the research rather than unfairly putting burden on homeowner to provide you documents before they can get power.
