I was kinda thinking of just a good-faith ligature that looks close, not an exact match for the (obviously nonfree) symbol.

Yes, he copyrighted the symbol, but on the other hand he distributed a floppy with a font for the symbol to news outlets so publications could use it when referring to him, so I think it is not infringing his copyright to put the symbol in my font.
Did you manually trace it, or copy/transpose the exact (and very crude) vectors of the original?
