It's hard to keep track of all the related pieces. Background sync is allowed by default (run for a while after pages are closed) but hopefully periodic sync won't be implemented that way anywhere. I don't feel like digging deep into it. My intent for now is just a basic exposition on what it is followed by instructions on how to nuke it from orbit.

The "@ewontfix" aspect is that browser vendors have so little respect for consent they don't even make an opt-out option, much less force it to be explicit opt-in per-site.
