Power mapping for organizing change is not about deciding who you think should be the party to act, but which party has the means to do so and which one you have the means to exercise influence over.
In the real world, often the authority who should act to stop some severe injustice doesn't/won't. Deciding you won't pressure another one to do so just because you don't think they should have that role just handicaps you.
