That "month later he clicks" is the transition. You scan then. This requires storage of scanned-state & other metadata for all files in fs, yes. But it's totally viable.

No, it's not. You'd have to keep a database of every scannable file on the system, plus metadata. Waste space, waste time to handle it, waste memory - and still eventually have to scan it anyway. You'd have to keep such info permanently, because you never know how long is enough.
