I think there's a distinction that many are missing: RISC-V is an open instruction set architecture. That does not mean a processor or system-on-chip implementing the specification is also inherently open hardware by extension.

@RichFelker but perhaps the concern is the availability of reference board design files or maybe licensing requirements to produce a modified system-on-chip. -
The actual SOC chip design is not open source - not published at all much less licensed under a free license.
