10µF cap in circuit reads infinite resistance with cheap dmm; is it likely/surely blown?

If it's in a circuit I usually wouldn't expect _infinite_ resistance, but it's also not impossible. What makes you think this capacitor is broken?

It's in a USB device that gets detected then errors out when connected, and only component aside from IC that looks like it could have been damaged. Switched to 2Mohm mode and it looks ok now tho...

Or at least it looks like a cap.
