The terms "fake news" and "deep state" are useful, possibly even necessary terms that are now completely useless because the ideological right has repurposed them to refer to media or governmental entities which stand in the way of their lust for power

We don't have a countertactic to this. If the right does damage by simply repeatedly misusing the terms "fake news" or "deep state" you can't get the original defs back by just pointing out they're wrong. You can't even make a new term, the right will just corrupt that too.

The closest thing to a counter for this seems to be terminology that identifies the agent of the malice along with the act. "Right wing disinformation campaigns", etc.

Of course media does not like to use that kind of terminology because of delusions of neutrality and bothsidesism, which are tied in to the same problem and maybe at the root of it.
