But *are* browser being neutral? Chrome, Firefox and Edge don't seem neutral to me. But they have to play in a minefield of legacy websites.

I pointedly disagree. If I was still as my old roaming sysadmin job, I'd hear how much trouble keeping up with browsers release is, because they can no longer trick/track the user as they used to before.

Just because they've moved from 10 steps on the content-provider side of neutrality down to 7 steps doesn't mean they're neutral or pro-user now.
