Not fully, and it would still be DoS even if the ECC caught it. But rowhammer is supposedly fully mitigated by setting the refresh interval ridiculously low if your memory controller allows it.

Have there been any claims of ECC not preventing rowhammer (even if it that means uncorrectable errors -> reboots)? Also, someone trying to change protections in page tables is likely aiming for single-bit (thus correctable and logged) errors.
