Sorry, that's not how rules of Islamic jurisprudence and Dar al-Islam (دار الإسلام) work. Muslims living in western lands should be assured the same safety and security as others, and immigration should be managed when safety and security of others is disproportionately affected.

Of Muslim majority states: 10 constitutionally Islamic states, 12 declared as official religion (Sharia), 11 constitutionally secular, remaining 11 undeclared. Not all are same. Religion, govt & culture are certainly inseparable for many & just a popular revolution away for some.
