Looks like some Google-specific mess that's incompatible with standard git.
No, it's a Gerrit feature (Gerrit is a git server). The "-o" option to "git push" is documented in the standard git man pages. It's an arbitrary text option string to send to the server. I've never used the Google git wrapper binary. Not sure what it does.

I'm reporting it not working because it's not working. I've never seen this feature before. Maybe it's not working correctly or I'm holding it wrong.
I found a similar report on chromium bug tracker.
In the chromium bug they requested Gerrit fix the nokeycheck (which, according to the report, Gerrit did) so disabling the check might need to be done in Gerrit. https://bugs.chromium.org/p/chromium/issues/detail?id=786395 …
