Any decent CoC for conference purposes seriously needs to forbid holding parallel "CoC-free zone" events alongside the conference.

Agree with the sentiment. However, I don't think that it is directly possible, people have a basic right to assembly. But you could say you don't approve, not let them promote using conference platforms, and staff could pledge not to take part in such shenanigans.

If the CoC doesn't apply to some subsets of a conference venue, then what *does* it apply to? It seems like a given to me that the CoC would cover the entire conference including assemblies within it (registered or not)..

I am assuming any CoC-free events are held outside the venue. Trying to use the venue itself for such things is obviously bogus.

Outside venue doesn't matter. It's still associated with the conference by participants running it & by concurrency.

Behavior in accordance with CoC even outside the venue is a normal part of any good CoC. I'm just talking about being explicit that "CoC-free zone" bs isn't a workaround for that.
