Assuming 32b int and IEEE double, surely not, because only one rounding.

(Expanding: a and b convert to double exactly, so result of divide differs from exact result by at most half an ulp. There aren’t any quotients of 32b values close enough to integers to fall in the half-ulp interval that would erroneously round up.)
