Is there any device you can put on a phone line to continuously or periodically draw a sealing current?
If not, seems like a 3kΩ resistor across the pair (possibly post-filter to avoid interference with DSL?) would do the trick?

That should work. I would measure line voltage first just to be sure. I'm curious about the intelligence behind the active filters and if they help.
