I wondered why they even exist but then I remembered there are caretakers whose only option is something like that for the safety of the ones in care (ex. advanced Alzheimer's) so I realized they aren't solely for nefarious purposes
Mere possession of something with an installed reverse lock should be felony. It's ALWAYS connected to some kind of ongoing or planned abuse.

If really needed, exemption licenses could be granted on a case by case basis with scrutiny for abuse.

But short of that, the presumption should be that it's being used or intended for abusive purposes.
