The balance of complexity versus reward seems inherently skewed to supporting legacy mode 1 applications that are monolithic and whose restart latency is the real problem. Maybe a specific loader could be used just for these?

Then again the potential cost to quiesce all threads may impost a similar restart latency, particularly if you need to assure 100% bullet proof patching of data structures internal to the library being patched.
