I can't screw things to the wall in my apartment, so I can't follow IKEA procedure to fix the furniture to the wall. Are there "spacers" I can use to make sure that it doesn't keep moving back from where I want it to be?

If you want it to be "stuck" to the wall, adhesive pads. Similar to the ones that can be used so door handles don't hit a wall, but with adhesive on both sides.

I'd need to have it stay a bit further from the wall so that the TV cables can go through though :/

two adhesive pads joined together by a stick (?) What I don't get is why your furniture would move that much that you'd need to fix it to the wall.
