These are "minimum maximum" values - no C impl. can have a ptrdiff_t smaller than 17-bit (b/c some actually have addr space this small).
Seriously, this is a classic novice mistake misreading the standard. Stop lecturing those of us who actually know what we're talking about.

Of course an implementation that can have arrays with >64k elements has to either have a larger ptrdiff_t or has fatal QoI flaws.
