Usually you want at most 2 apps to have real gps access: your nav app and the plain gps (satstat) app. Not every pos app that requests it.
Who chooses which apps get GPS?
The user. Always.
I agree the user should have the ultimate decision. Apple blocks those decisions for users by walled garden too
