Can he perhaps negotiate for additional pay in place of insurance benefits and use it to purchase a plan that's actually useful?

Maybe. But if they value his work & understand that the new insurance is a significant loss in compensation, may be willing to pay the diff.

Unlikely since additional compensation likely to be taxable to the employee requiring an even larger outlay from employer to make whole.

Indeed. Getting all would be a big negotiating feat, unlikely. But getting part/most might suffice to make it worthwhile.
