Can he perhaps negotiate for additional pay in place of insurance benefits and use it to purchase a plan that's actually useful?

Maybe. But if they value his work & understand that the new insurance is a significant loss in compensation, may be willing to pay the diff.

Even if not, if they just compensate same as their cost, might be able to buy a better policy for "only" a couple hundred a month...

..which is pretty bleh, but probably not nearly as bad as paying doctor's bills out of pocket.
