Can he perhaps negotiate for additional pay in place of insurance benefits and use it to purchase a plan that's actually useful?

Under the law you can't be denied coverage for preexisting conditions or discriminated against on any basis except age & smoking.

You can apply for ACA conforming individual plans via the marketplace even if you are eligible for coverage by employer or spouse's employer

The only catch is that you're not eligible for government premium subsidies in that case. That's why I'd ask employer to compensate.
