Wow, this overlaps with a bug I'm aware of: during vfork (before child execs or exits), the 100% idle parent contributes 1.0 to load average

Normal fork is only momentarily uninterruptible. But vfork is uninterruptible until the child execs or exits, arbitrarily long.
