      You routinely hear people ask why their antivirus didn't stop their Facebook or email from getting hacked. (It was through password reuse.)

      The problem isn't people not caring about passwords. The problem is services actively teaching/forcing use of bad password practices.

      For example you should NEVER be asked to enter a password for a service you're already signed into except when trying to change pw.

      That's a foolish position. You should be able to set a purchase password, yes. Should not be able to use account pw as purchase pw!!
