Need to do some C (maybe C++) development on windows. Where to start? Get gcc+emacs or is it easier to get some free IDE (visual studio?)

Need to interface a piece of hw using a precompiled dll. Planning to stream from HW to a socket so I can get the hell out of windows ASAP

In that case I would just cross-compile. http://midipix.org is awesome if it's to a point that meets your needs yet, otherwise mingw..

Building a mingw crosscomp is horribly undoc'd, but you can just drop in the target files as binary blobs & build stock gcc for mingw target
