Good point! Not for latest versions nor new nor obscure projects, though. Also that's only one of several required conditions for exemption.

Last I checked various third parties sold the DVDs too. I would think some in (or shipping to) Europe.

Then that means every Linux distribution would qualify, but I'm not sure whether that does work as we'd hope.

I said Debian because lots of smaller distros don't have anyone shipping physical media and don't have anywhere near the package coverage.
